About Us - Meet the Board
Northeast Ohio Collie Rescue is a volunteer‑driven, foster-based, nonprofit organization dedicated to providing safety, compassion, and second chances to Collies in need. For more than three decades, our rescue has been powered by people who share a deep love for the breed and a commitment to doing what’s right for every dog who comes through our doors. Our board and volunteers work together to ensure each Collie receives the care, support, and respect they deserve—from intake and medical treatment to fostering, adoption, and lifelong follow‑up. Meet the dedicated individuals who help make this mission possible.
Carol Doe - President
Carol and her husband, Steve (Secretary), adopted their first Collie, Scout, from Northeast Ohio Collie Rescue in 2002, beginning their family’s deep and lasting love for the breed. After adopting their second Collie, Piper, in 2022, they became active volunteers, working alongside NEOCR’s dedicated team to support Collies in need. Volunteerism is a core value in their family—both as a way to give back and as a way to grow together. In 2024, Carol became President, a role she proudly holds today, focusing on strengthening the organization through consistent, organized procedures that help ensure every Collie receives the care they deserve.
Deanna Carroll - Treasurer & Intake Coordinator
Deanna, a Kentucky native, has been rescuing and caring for animals her entire life. Her mother was a well‑known breeder, groomer, and dog lover in their small hometown, shaping Deanna’s lifelong passion for animal welfare. She brings deep knowledge of animal behavior, health, and wellbeing to her work with Northeast Ohio Collie Rescue, along with genuine enthusiasm for helping both dogs and people. Always ready to jump into action, Deanna is a dedicated and valued member of the NEOCR volunteer team.
Steve Doe - Secretary
Steve has been active in Scouting America for more than 25 years and has served on his local Community Emergency Response Team (CERT) for over 13 years. After adopting two Collies through Northeast Ohio Collie Rescue, his family developed a deep love for the breed. He and Carol (President) value giving back through volunteerism, so becoming involved with NEOCR was a natural fit. As Secretary, Steve is grateful for the opportunity to support the rescue and work alongside its dedicated volunteers in a meaningful way.
Roseann Cyngier - Board Member & Adoption Coordinator
Roseann’s dedication to service began early, and she has spent many years volunteering in both leadership and hands‑on roles. Her passion for animal welfare—especially Collies—started in childhood with her beloved sable Collie, Blazer. She joined NEOCR because she believes every Collie deserves a safe, local, and compassionate alternative when facing abandonment, abuse, or surrender. As Adoption Coordinator, Roseann oversees the full adoption process, from reviewing applications and coordinating home visits to collaborating on veterinary care. She also built and leads NEOCR’s volunteer transportation team. Roseann and her husband are experienced fosters and actively encourage others to foster, knowing the profound difference it makes in a dog’s life. She is always eager to share NEOCR’s mission and regularly speaks to community groups about rescue work and volunteerism.
Tiffany Nieman - Board Member
Tiffany has been a supporter of Northeast Ohio Collie Rescue for several years and began volunteering in 2023 when she saw opportunities to help. She shares her home with two Shelties and brings exceptional IT expertise to the rescue—often working behind the scenes to keep NEOCR’s technology running smoothly. Tiffany’s willingness to step in wherever needed and her talent for all things tech make her an invaluable part of the volunteer team.
Hillary Henry - Board Member
Hillary has devoted her life to helping both animals and people—a passion that began in childhood when she cared for an abandoned neighbor’s cat and later assisted her mother in rehabilitating rescue animals. Her love for Collies began in 2004 with the adoption of her first rescue Collie, and she continues her commitment to animal welfare by managing a feral cat colony for a local rescue. A lifelong dog enthusiast raised in a family of breeders, groomers, and exhibitors, Hillary brings a rich background to Northeast Ohio Collie Rescue, where she focuses on fundraising and grant writing to support the organization’s mission. She actively trains and competes with her Collies in scent work, rally, obedience, and conformation, and shares her home with two Collies along with other rescue dogs and cats. Her dedication, experience, and enthusiasm make her a valued member of the NEOCR volunteer team.
Maurene Bartley - Board Member
Maureen’s Collie journey began in 2005 with her first beloved soul, Lov’e, who shaped her understanding of the breed’s intelligence, grace, and loyalty. Since then, she has dedicated herself to showing, breeding, and rescuing Collies, always advocating for ethical practices and the belief that responsible breeding preserves the breed standard while rescue offers vital second chances. A longtime supporter of Northeast Ohio Collie Rescue, Maureen joined the Board in 2025 and helped formalize the rescue’s microchip program through AKC Reunite. She has served as a long‑term foster and brings extensive breed and medical knowledge to her role as Medical Coordinator, making her a deeply valued member of the NEOCR team.
